Debby Kelley has been the Town of Ithaca Receiver of Taxes since 2000, which is an appointed position. 

  • Town and County Tax Bills are mailed by the last business day of December.  State Law Stipulates that property owners are responsible for their taxes and any penalties, whether they receive a tax bill or not.  If you do not receive a tax bill by the first week of January, please call or email Debby Kelley at 607-273-1721 ext 114 or dkelley@town.ithaca.ny.us The Town DOES NOT collect School Taxes, Information Link – http://taxlookup.net/index.aspx?county=tompkins
  • Tax Payments are due to the Town of Ithaca by January 31 without penalties. 
  • If you choose to make two installments, the first installment must be made by January 31st to the Town of Ithaca. You cannot choose the installment option after January 31st.
  • Second Installments are due to the Tompkins County Finance Department at 125 East Court Street, Ithaca, NY  14850 – 607-274-5545, after February 15 to July 1.
  • Payments made February 1 to February 28 to the Town of Ithaca with a 1 percent penalty added to the full amount.
  • Payments made March 1 to March 31 to the Town of Ithaca with a 2 percent penalty added to the full amount.
  • Late Notices are mailed the first week of February with a due date of February 28; a second notice is sent the first week of March with a due date of March 31.
  • April 1, all unpaid Town and County Tax bills are given to Tompkins County Finance Department for further collection.  Please contact the TC Finance Department at 607-274-5545 for the total amount due.

    • This service is offered by a third party and there are additional fees applied:
      • $2.50 and up service fee for e-checks
      • 3% Transaction Fee for debit and credit cards
  • Mail to “Receiver of Taxes, Town of Ithaca P.O. Box 7143, Ithaca, NY 14851”. Mailed payments must have an official United States postmark date.  When an envelope does not have a U.S. postmark date, the payment is deemed to have been made on the date the payment is received by the Receiver of Taxes. This most often happens with bill pay bank options that do not necessarily have a post mark, so check with your banking institution.
  • In Person – Town Hall (215 North Tioga Street) is open Monday through Friday from 8:00 a.m. to 4:00 p.m. for in person payments. 
  • Drop-Off – Town Hall has a drop box located at the Buffalo Street entrance for payments, that is secure and checked on a daily basis.
  • RECEIPTS for paid taxes are available at Nytaxglance.com/tax/year.php or upon request from the Receiver of Taxes.  If paying in person, please bring your entire bill if you want a receipt then. If taxes are in escrow, the receipt will be sent to the taxpayer when payment has been received. 
  • New Property Owners:  Please notify the Receiver of Taxes as soon as possible as it takes time for changes in ownership to be reported.  Therefore, a tax bill may be sent to the pervious owner.  Again, it is the property owner’s responsibility to pay the tax bill regardless of whether a bill is received through the USPS.
