The Cornell University North
Campus Residential Expansion (NCRE) project is located along portions of Cradit
Farm Drive, Pleasant Grove Road, and Jessup Road in the Town of Ithaca, City of
Ithaca and Village of Cayuga Heights. The project involves adding
approximately 2,000 beds (1,200 beds for first-year students and 800 for
sophomores) in five new 3-5 story buildings, each containing lounges, social
spaces and other residential hall amenities. The new buildings will be located
on areas of campus that currently contain parking lots (CC Parking Lot and
parking to the east of Appel Commons) and athletic fields (Appel South Fields),
with one existing building (Sigma Alpha Mu) being removed. The project also
includes a new dining facility and various outdoor amenities, including a
plaza, amphitheater, open lawns, landscaped spaces, and walkways. The NCRE applicant team submitted an
application that included a Long Environmental Assessment Form (LEAF) and
various environmental studies related to the project. This information was used to determine the environmental significance by the City of Ithaca Planning & Development Board (the lead agency in the environmental review). The LEAF, Appendix, and
technical drawings are below. The City of Ithaca Planning & Development Board issued a negative declaration of environmental significance for the NCRE project on December 18, 2018 and filed the declaration with the NYS DEC on December 20, 2018. The environmental review process for the project is now officially closed. The NCRE applicant team has made identical presentations on transportation, energy and building design to each municipal board involved in the project review and approval (City & Town of Ithaca, Village of Cayuga Heights). The team plans to give additional presentations to each board as part of the preliminary site plan review process, which is the next stage in the approval process. The team most recently submitted preliminary site plan materials for each municipal board to consider. These materials are included below ("NCRE Preliminary SPR..."). The Town of Ithaca Planning Board will hear a presentation on the materials at the March 5, 2019 Planning Board meeting and will conduct a public hearing and discuss the materials more thoroughly on March 19, 2019. |
