Inlet Valley draft zoning overlay: an overview

The 2014 Town of Ithaca Comprehensive Plan recognized the unique challenges that face the Inlet Valley, the area centered on Elmira Road (NY 96) between Robert H. Treman State Park and Buttermilk Falls State Park.  The Plan mapped out the Inlet Valley Gateway focus area, envisioning part of the Elmira Road corridor as home to a mix of small-scale, low impact office, commercial, artisan, and hospitality  uses, in an attractive semi-rural setting.  The Comprehensive Plan intends for the Inlet Valley Gateway area to be distinct from the busy Elmira Road commercial district across the city line to the north.

In 2018, the Town of Ithaca conducted an economic development feasibility study and strategic plan  to investigate the long-term potential of the Inlet Valley area.  A key recommendation of the plan was to establish a zoning overlay, with land use and design standards that implement the Comprehensive Plan's vision for the area. 

The Inlet Valley zoning overlay builds on the Elmira Road corridor’s unique assets and destinations, while maintaining its semi-rural character.  The overlay  aims to create an attractive, thriving destination for local products, recreational activities, and small scale retail.
